　　With the approval of the State Council, the annual forest cutting quota of this city during the Twelfth Five-Year Plan period is 400,000 cubic meters, which will be broken down according to the quota units. 　　In addition, when comparing the Regulations of Academic Committee of Colleges and Universities (Order No.35 of the Ministry of Education of People’s Republic of China (PRC)) with the Articles of Association of Academic Committee of Hebei University of Science and Technology, The Paper noticed that in the chapter of operation system, the Articles of Association of Academic Committee of Hebei University of Science and Technology stipulates that "whenever the contents that need to be kept confidential are determined at the academic Committee meeting of the school, members must keep them confidential and implement and maintain the results of deliberation or evaluation of the academic Committee." In the Measures for Preventing and Handling Academic Misconduct in Colleges and Universities (Order No.40 of the Ministry of Education of People’s Republic of China (PRC)), it is also stipulated that if there is a clear whistleblower, the handling result must also be delivered to the whistleblower, and a 10-day objection or appeal period will be reserved.

　　According to the Measures for Preventing and Handling Academic Misconduct in Colleges and Universities, the investigation team should form an investigation report on the basis of finding out the facts. The investigation report shall include the confirmation of the person responsible for academic misconduct, the investigation process, the fact finding and reasons, the investigation conclusion, etc.

　　At present, the "Investigation and Processing Results" given by Hebei University of Science and Technology, which is less than 600 words, obviously lacks many elements compared with the requirements of the above investigation report.

　　As can be seen from the published conclusions, the investigation team said that it had carefully checked "all the original experimental data" involved in the paper. In fact, these raw data have been emphasized by scientists who questioned NgAgo technology.

　　Another academic told The Paper that as a scientific research unit, the conclusion made by Hebei University of Science and Technology is "too imprecise". 　　Not only did this treatment make the outside world unconvinced, but also some practices or promises made by Han Chunyu and Hebei University of Science and Technology made the outside world wait for nothing again and again.

　　As for NgAgo’s work efficiency, when Han Chunyu gave a report to Zhejiang University, where Shen Xiao, the co-author of the paper, was located, he quipped, "In our laboratory, the success rate is over 90%, even if there is one plate of pollution in ten plates, because we have smog there.".

　　Third, the production enterprise requirements

　　Production enterprises exporting wild aquatic products to China (including fishing boats, processing boats, transport boats, processing enterprises and independent cold storage) should meet the requirements of China and Russia’s relevant veterinary hygiene and public health regulations, and be approved by Russian officials and effectively supervised by them.

　　According to the Food Safety Law of People’s Republic of China (PRC) and the Implementation Regulations of the Entry-Exit Animal and Plant Quarantine Law of People’s Republic of China (PRC), the production enterprises exporting wild aquatic products to China shall be recommended for registration by the Veterinary and Plant Health Supervision Bureau of the Russian Federation (hereinafter referred to as Russia) to the General Administration of Customs of the People’s Republic of China (hereinafter referred to as China). 　　Russia should ensure that wild aquatic products exported to China meet the following conditions:

　　(1) Aquatic biological resources legally caught in the waters, territorial seas, continental shelf, convention areas and high seas of the Russian Federation.

　　2. Any major food safety incident in Russia has affected or may affect wild aquatic products exported to China;

　　4. Major public health events occur in production enterprises, such as employees infected with major infectious diseases, which have polluted or may pollute wild aquatic products exported to China and their packaging and transportation tools;

　　5. The fishing area is affected by pollutants, such as radioactive pollutants, which have polluted or may pollute wild aquatic products exported to China.

　　(3) Not directly or indirectly using drugs or additives prohibited by both parties; Using drugs or additives restricted or allowed by the Chinese side according to regulations; After inspection by the competent authorities, no pathogenic microorganisms, toxic and harmful substances and foreign bodies listed in China and Russian laws and regulations were found.

　　(4) All wild aquatic products exported to China have passed the quarantine inspection by the competent Russian authorities, and are hygienic and safe for human consumption. No aquatic animal diseases listed in the List of Quarantine Diseases of Entry Animals in People’s Republic of China (PRC) and required to be notified by the World Organization for Animal Health (WOAH) have been found.

　　(5) The whole process of fishing, processing, packaging, storage, transportation, transit and export shall meet the relevant hygiene requirements and traceability requirements of both parties. At the same time, it meets the relevant safety and hygiene requirements of cold chain food.

　　V. Certificate requirements

　　Every container of wild aquatic products exported from Russia to China should be accompanied by at least one original veterinary (health) certificate, which proves that this batch of products conforms to the veterinary and public health laws and regulations of China and Russia and the relevant provisions of the Protocol. The Russian side should fill in the information of production enterprises involved in the whole process of fishing, processing, packaging, storage, transportation, transit and export, including the names and registration numbers of fishing vessels, processing vessels, transport vessels, processing plants and independent cold storage on the veterinary certificate.

　　The certificate is printed in Chinese, Russian and English (English is the required language when filling out the certificate). 　　VII. Other requirements

　　China Customs implements import inspection and quarantine on wild aquatic products exported to China.

　　Non-conforming products will be returned, destroyed or otherwise disposed of in accordance with the laws and regulations of China. China will take measures such as strengthening inspection and quarantine or suspending imports for production enterprises that have serious problems or repeatedly failed to meet the requirements.
