  In order to further strengthen the protection and management of forest resources, strictly implement the annual forest cutting quota, and ensure the steady growth of forest resources, according to the requirements of the Notice of the State Council Municipality on Approving the Examination Opinions of the National Forest Cutting Quota during the Twelfth Five-Year Plan (Guo Fa [2011] No.3), we hereby put forward the following opinions on doing a good job in the management of the annual forest cutting quota during the Twelfth Five-Year Plan period in this Municipality.

  First, strictly implement the annual forest cutting quota

  With the approval of the State Council, the annual forest cutting quota of this city during the Twelfth Five-Year Plan period is 400,000 cubic meters, which will be broken down according to the quota units. During the Twelfth Five-Year Plan period in this Municipality, the annual forest cutting quota and the sub-quota are the maximum amount of annual forest harvesting with a DBH of more than 5 cm.   Tending cutting and other cutting of commercial forest can occupy the main cutting quota, and other sub-quotas are strictly prohibited from misappropriating or crowding each other. If there is a balance in the annual cutting quota of commercial forest, it can be carried forward to the following years during the Twelfth Five-Year Plan period after being approved by the Municipal Bureau of Landscaping and Greening. The cutting quota of public welfare forest is not allowed to be carried forward.   Wild aquatic products refer to wild aquatic biological resources for human consumption, that is, aquatic animal and plant products such as fish, aquatic invertebrates, aquatic mammals, algae, etc., excluding species, live aquatic animals and aquatic animal breeding materials listed in the appendix of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) of March 3, 1973 and the national list of key protected wild animals in China.

  Third, the production enterprise requirements

  Production enterprises exporting wild aquatic products to China (including fishing boats, processing boats, transport boats, processing enterprises and independent cold storage) should meet the requirements of China and Russia’s relevant veterinary hygiene and public health regulations, and be approved by Russian officials and effectively supervised by them.

  According to the Food Safety Law of People’s Republic of China (PRC) and the Implementation Regulations of the Entry-Exit Animal and Plant Quarantine Law of People’s Republic of China (PRC), the production enterprises exporting wild aquatic products to China shall be recommended for registration by the Veterinary and Plant Health Supervision Bureau of the Russian Federation (hereinafter referred to as Russia) to the General Administration of Customs of the People’s Republic of China (hereinafter referred to as China). Without registration, it may not be exported to China.

  Iv. requirements for imported products

  Russia should ensure that wild aquatic products exported to China meet the following conditions:

  (1) Aquatic biological resources legally caught in the waters, territorial seas, continental shelf, convention areas and high seas of the Russian Federation.

Aquatic animal diseases related to Protocol products listed in the List of Quarantine Diseases of Entry Animals in People’s Republic of China (PRC) and required to be notified by the World Organization for Animal Health (WOAH) occurred in Russian territory, which made wild aquatic products exported to China infected or possibly infected;

  2. Any major food safety incident in Russia has affected or may affect wild aquatic products exported to China;

  4. Major public health events occur in production enterprises, such as employees infected with major infectious diseases, which have polluted or may pollute wild aquatic products exported to China and their packaging and transportation tools;

  5. The fishing area is affected by pollutants, such as radioactive pollutants, which have polluted or may pollute wild aquatic products exported to China.

  (3) Not directly or indirectly using drugs or additives prohibited by both parties; Using drugs or additives restricted or allowed by the Chinese side according to regulations; After inspection by the competent authorities, no pathogenic microorganisms, toxic and harmful substances and foreign bodies listed in China and Russian laws and regulations were found.

  (4) All wild aquatic products exported to China have passed the quarantine inspection by the competent Russian authorities, and are hygienic and safe for human consumption. No aquatic animal diseases listed in the List of Quarantine Diseases of Entry Animals in People’s Republic of China (PRC) and required to be notified by the World Organization for Animal Health (WOAH) have been found.

  (5) The whole process of fishing, processing, packaging, storage, transportation, transit and export shall meet the relevant hygiene requirements and traceability requirements of both parties. At the same time, it meets the relevant safety and hygiene requirements of cold chain food.

  V. Certificate requirements

  Every container of wild aquatic products exported from Russia to China should be accompanied by at least one original veterinary (health) certificate, which proves that this batch of products conforms to the veterinary and public health laws and regulations of China and Russia and the relevant provisions of the Protocol. The Russian side should fill in the information of production enterprises involved in the whole process of fishing, processing, packaging, storage, transportation, transit and export, including the names and registration numbers of fishing vessels, processing vessels, transport vessels, processing plants and independent cold storage on the veterinary certificate.

  The certificate is printed in Chinese, Russian and English (English is the required language when filling out the certificate). The format and content of the certificate must be approved by both parties in advance.   There should be firm, clear and legible labels in Chinese and English on the internal and external packages, including: trade name and scientific name, specifications, production date, shelf life, batch number, preservation conditions, production method (wild fishing), name and registration number of the production enterprise, production area, address of the production enterprise (specific to state/province/city) and destination (marked as People’s Republic of China (PRC)).

  For wild aquatic products exported to China in the form of pre-packaging, the pre-packaged Chinese label shall meet the label requirements of China imported from prepackaged foods.

  VII. Other requirements

  China Customs implements import inspection and quarantine on wild aquatic products exported to China.

  Non-conforming products will be returned, destroyed or otherwise disposed of in accordance with the laws and regulations of China.
