Among them, the Opinions on Several Issues Concerning Handling Criminal Cases of Evil Forces clearly stipulates the identification standards, relevant requirements and specific implementation of handling criminal cases of evil forces.
The "Opinions" pointed out that to identify "evil forces", we should consider factors such as "more than three people, the participants are relatively fixed" and "often gathering together to commit illegal and criminal activities in a certain area or industry for many times by violence, threats or other means".
Article 12 of the Opinion also clearly stipulates that if all members or ringleaders, pickers and other important members are minors, the elderly and the disabled, they should be particularly cautious when identifying evil forces and criminal groups of evil forces.
After the promulgation of these opinions, it has played a great role in law enforcement for judicial personnel to comply with regulations and reasonably enforce the law.
