Ministry of Environmental Protection: A number of illegal recycling enterprises with serious pollution will be banned according to law.

CCTV News:According to the website of the Ministry of Environmental Protection, recently, the Ministry of Environmental Protection, together with the Development and Reform Commission and other five ministries and commissions, issued the Notice on jointly cleaning up and rectifying recycling industries such as dismantling electronic waste, waste tires, waste plastics, waste clothes and waste household appliances. Qiu Qiwen, Director of the Soil Environment Management Department of the Ministry of Environmental Protection, answered a reporter’s question on the background, main objectives and tasks of the clean-up and rectification.

Q: What is the background for six departments including the Ministry of Environmental Protection to jointly clean up and rectify recycling industries such as electronic waste, waste tires, waste plastics, waste clothes and waste household appliances?

A:In recent years, the environmental law enforcement inspection found that many solid waste recycling enterprises are small in scale, with low pollution control level, and the pollution control facilities are not operating normally, and other environmental violations are prominent. In some places, the recycling and processing enterprises of renewable resources are neglected, and even foreign garbage is allowed to enter the country for illegal processing and utilization. Many solid waste distribution centers have become hiding places for foreign garbage, with serious environmental pollution and strong public reaction, posing a threat to China’s ecological environment safety and people’s health.

In order to fully implement the "Implementation Plan on Prohibiting the Entry of Foreign Wastes and Promoting the Reform of the Management System for the Import of Solid Wastes", strengthen coordination among departments, and give full play to the overall regulatory efforts, the Ministry of Environmental Protection, together with the Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Commerce, and the State Administration for Industry and Commerce, carried out a five-month nationwide clean-up and rectification of recycling industries such as electronic waste, waste tires, waste plastics, waste clothes, and waste household appliances, and comprehensively rectified solid waste distribution centers. Eliminate foreign garbage hiding places, improve the management level and law enforcement level of solid waste recycling industry, promote the formation of green development mode and lifestyle, effectively improve environmental quality, safeguard ecological environment safety and people’s health.

Q: What is the main goal of this clean-up and rectification?

A:In accordance with the principle of "banning a batch according to law, focusing on rectifying a batch, and standardizing and guiding a batch", the main objectives of this clean-up and rectification are as follows: First, adhere to the problem orientation, urge local governments to clean up and rectify the recycling of electronic waste, waste tires, waste plastics, waste clothes, and waste household appliances, and crack down on illegal activities to improve the management level of the recycling industry; Second, strengthen environmental law enforcement, ban a number of illegal processing and utilization small workshops, "scattered pollution" enterprises and distribution centers that are seriously polluted and strongly reflected by the masses, and enhance the people’s sense of gain; The third is to standardize the green development of enterprises, guide relevant enterprises to adopt advanced and applicable processing technologies, gather and develop, and focus on the construction and operation of pollution control facilities to prevent soil and groundwater pollution.

Q: What are the main tasks of this clean-up and rectification?

A:This clean-up and rectification mainly completes the following three tasks:

One isA number of illegal recycling enterprises with serious pollution are banned according to law. Focus on investigating unlicensed small workshops that are mixed with residential areas and seriously affect the normal living environment of residents; Illegal enterprises without environmental protection approval procedures and industrial and commercial registration; Enterprises that do not conform to the national industrial policy; Enterprises whose pollution control facilities are not operating normally and cannot meet the discharge standards stably; Enterprises that process and utilize "foreign garbage"; Enterprises engaged in the processing and utilization of electronic waste and waste plastics containing toxic and harmful substances without hazardous waste business license. Investigate and deal with the illegal acts of the above-mentioned enterprises according to law, and report to the local people’s government to shut down the illegal enterprises according to law.

The second isFocus on rectifying processing and utilization distribution centers. Focus on the examination and approval and implementation of environmental impact assessment of distribution center planning, and the construction and operation of environmental protection infrastructure. Resolutely ban distribution centers mixed with residential areas in administrative villages or urban-rural fringe areas, as well as distribution centers with backward environmental protection infrastructure, serious pollution and strong public response. Cooperate with the local people’s government to do a good job in comprehensive improvement of distribution centers, industrial transformation and development, employment and resettlement of personnel, and maintaining social stability.

The third isStandardize and guide the healthy development of recycling enterprises. Improve the recycling infrastructure of renewable resources, promote relevant enterprises to adopt advanced and applicable processing technologies, gather and develop, and focus on the construction and operation of pollution control facilities; Promote the park, scale and clean development of domestic waste recycling enterprises; Encourage legal and compliant recycling enterprises to unite and reorganize, become bigger and stronger, and guide enterprises to develop green and healthy.

Q: What impact will this clean-up and rectification have on China’s renewable resources utilization industry?

A:Since the "Twelfth Five-Year Plan", although China’s renewable resource recycling industry has made great progress, the construction of domestic solid waste recycling system still lags behind the development needs of solid waste processing and utilization industry. The processing and utilization enterprises of renewable resources are mostly "scattered, chaotic and polluted" enterprises, and the level of pollution control is low, and most of them even have no pollution control facilities, which seriously pollutes the local atmosphere, water and soil environment. Through this clean-up and rectification, backward and excess capacity will be eliminated, the transformation and upgrading of China’s solid waste recycling industrial structure will be accelerated, the infrastructure for recycling renewable resources will be improved, the development level of domestic solid waste recycling industry will be effectively improved, and strong support will be provided for building a beautiful China and building a well-off society in an all-round way.

Love in disguise released the concept poster, Wang Leehom talked about the skills of hiding from paparazzi.

Excellent performance as a director for the first time. Chen Chong praised Wang Leehom for his talent.

A press conference was held the day before the opening of the Shanghai Film Festival. love in disguise attracted journalists from all over the country. At the press conference, a poster called "Concept Edition" was first presented. The poster design was very simple, and the film name and some basic information were pieced together with small stills of the film. It is called the concept version because the poster hasn’t had time to make more complicated designs. Like the one-minute trailer released later, it was rushed out for this conference, in order to make use of the popularity of the film festival to promote the film.

"I just cut out the trailer for this minute last night." Wang Leehom said that because he was in a hurry, he didn’t ask some people in the film industry to give advice, but after watching the trailer, several leading actors still felt very satisfied, even beyond their original imagination. Chen Chong said that although the one-minute trailer can’t tell whether the movie is good or bad, the tone can still be judged, and she saw from the trailer that it will definitely be an interesting movie. "No matter how bad the movie is, it can be edited into a wonderful minute. Although my sister managed to make an accurate judgment from this trailer, the basic tone can already be seen, and I think it will definitely be an interesting movie."

As a director, Chen Chong said that he can understand the hard work and difficulty of being a director, so he was very impressed with Wang Leehom’s achievements. "A director has too much to do on the spot, but I found that he was a director for the first time, but he was completely confident. This is remarkable." Chen Chong said that when I worked with Wang Leehom before, I felt that Wang Leehom was a very talented and well-behaved boy.

Land and air transportation make concerted efforts to build a "Belt and Road" logistics channel in Xi ‘an.

International Online News (Reporter Huang Rong): In the Vision and Action of Promoting the Construction of the Silk Road Economic Belt and the 21st Century Maritime Silk Road issued by the China Municipal Government in March 2015, Xi ‘an was defined as "a new highland of inland reform and opening up". Xi ‘an, once the starting point of the ancient Silk Road and now in the geometric center of China’s territory, has actively integrated into the national "One Belt, One Road" opening-up and regional coordinated development strategy, made concerted efforts in land and air transportation, and actively built the "One Belt, One Road" international logistics channel.

Small target of "Chang ‘an" this year — — Run 1000 trains.

On May 12, in Xi ‘an International Port Area, the reporter saw rows of containers full of goods parked in the port area, ready to board the Central Asian and Central European train "Changan" and rush to all parts of the world. Liu Dan, deputy general manager of Xi ‘an land port Multimodal Transport Company, told the reporter, "At present, trains in Central Asia and Central Europe have been operating normally, with eight operating routes, namely, Xi ‘an to Central Asia, Germany, Poland, Hungary, Iran (Afghanistan), Finland, Belarus and Russia, basically achieving full coverage of major sources of goods in Central Asia and Europe."

The opening of Central Asia Train and Central Europe Train has built a gold logistics route connecting Central Asia and radiating the hinterland of Europe, and opened up a safe, efficient and convenient international import and export trade channel for China’s goods exported to Europe and European products entering China. Liu Dan said, "As of March 25th this year, the Central Asian and Central European trains" Chang ‘an "operated 168 trains in 2018, with a total cargo weight of 179,000 tons. This year, the international port area has a "small goal" — — Run 1000 trains ‘ Changan ’ " . After five years of rapid development, the speeding international freight trains have become a new business card for Shaanxi to open to the outside world.

From the second half of 2016 to the present, Aiju Grain and Oil Industry Group, an old-fashioned grain and oil enterprise in Xi ‘an, which became attached to Kazakhstan, shipped back more than 10,000 tons of Kazakhstan flour and more than 6,000 tons of Kazakhstan oil by "Chang ‘an". At present, Aiju Group has signed a 1.5 million mu strategic cooperation agreement with the Kazakh government on raw material planting, and built an agricultural product processing park in North Kazakhstan, Kazakhstan, which has been included in the "List of 51 cooperation projects between China and Kazakhstan on capacity and investment".

Logistics giants gather in Airport New Town, and their international business grows rapidly.

Train transportation has opened up the land trade channel, while air transportation has become the main mode of transportation for products with high added value, and it has been the first choice of a large number of "sea scouring tourists". In 2017, the annual cargo and mail throughput of Xi ‘an Xianyang International Airport in Airport New Town reached 260,000 tons, up 11% year-on-year. Among them, the international cargo and mail throughput increased by more than 80%, the international express business increased by more than 6 times year-on-year, and the cargo and mail transit volume increased by nearly 60% year-on-year.

The person in charge of the aviation logistics company of Western Airport Group told the reporter that "a one-hour flight can cover the main central and western regions, and a two-hour flight can cover 70% of the country’s territory and 80% of the total economic area", coupled with "introducing leading logistics enterprises", "increasing all-cargo freight routes" and "goods can be cleared in two days after arrival in Hong Kong", the international express business of the airport has developed rapidly.

At present, there are five cargo airlines operating in Xi ‘an Xianyang International Airport, including China Eastern Airlines, SF Express, Yuantong, Long Hao and Postal Airlines. The airport has opened 13 all-cargo routes, including Amsterdam, Chicago, Hahn, Seoul, Guangzhou, Shenzhen, Hangzhou, Nanjing, Wuhan, Urumqi, Erdos and Yinchuan, and has initially realized the all-cargo network layout of domestic north to south, east to west, and foreign countries directly to Europe and America.

The logistics and transportation potential of Xi ‘an Xianyang International Airport has attracted many logistics giants. At present, 13 airline base headquarters such as China Eastern Airlines, China Southern Airlines, Shenzhen Airlines and Sichuan Airlines have settled in Airport New Town, and another HNA Modern Logistics Headquarters with total assets of 220 billion yuan has settled in, gathering 66 modern logistics enterprises such as Prologis, Fengshu, Hitachi and "Three Links and One Reach".

It is reported that in 2018, the aviation logistics company of West Airport Group will continue to increase the route network construction, open or encrypt no less than five all-cargo routes, support the improvement of service functions such as designated ports, cold chain logistics, comprehensive bonded goods and fast customs clearance, vigorously develop international business, introduce large international express enterprises, strive to achieve a growth rate of more than 50%, accelerate the professional operation, modular management and large-scale development of aviation logistics in West Airport, and support and serve local economic construction.

Actively build an "international aviation hub" and the normal operation of China-Europe trains. Through the joint efforts of airports and dry ports, Xi’ an has opened up a large logistics channel for the "Belt and Road", which is bound to usher in a new chapter in the development of hub economy, portal economy and mobile economy.

It’s suffocating! Hotel bookings for May Day air tickets have skyrocketed, and retaliatory tourism is coming?

Beijing, April 30 (Reporter Li Jinlei) The "May Day" holiday is coming soon. You can’t imagine how much the spoiled Chinese want to go out!

On April 29th, influenced by the reduction of public health emergency response level in Beijing and other places, people’s enthusiasm for traveling was ignited, and the bookings of air tickets, hotels, homestays and other places soared in a short time, and the prices of air tickets also rose rapidly. It is estimated that this year’s "May 1" travel will exceed 90 million, making it the first real tourism peak this year.

Is the legendary "revenge tourism" really coming?

The number of air ticket bookings has soared and the price has risen rapidly.

This year’s "May Day" holiday is five days, which is the first five-day holiday in China since the adjustment of holiday holiday plan in 2008, and it is also the first five-day small holiday after the domestic epidemic has been effectively controlled.

Beijing residents, who are eager to go out in the holidays, finally wait for good news! On the afternoon of the 29th, Beijing announced that the level of public health emergency response would be reduced from Level I to Level II on the 30th. People who go to Beijing for business or return to Beijing in low-risk areas in China are no longer required to stay at home for 14 days.

As soon as the news came out, the demand for "May Day" travel in Beijing rose. According to the data of Qunar.com, within half an hour after the news was released, the search volume of Qunar.com’s air tickets rose rapidly, the booking volume of Beijing’s departure air tickets soared 15 times compared with the previous period, and the search volume of other tourism products such as vacations and hotels also increased 3 times.

Within one hour after the news was released, the volume of air tickets for flying pigs in and out of Beijing increased by more than 500% compared with the same period of the previous day, and the volume of train tickets for flying pigs in and out of Beijing increased by 400%.

With the growth of demand, the price of air tickets has also started to rise. "I watched the ticket price from Beijing to Nanning rise from 300 yuan to more than 1,000 yuan."

Qunar. com tourism experts said that there are still a large number of special fares with a discount of about 1% for Beijing outbound flights, but the price will probably rise sharply in the future. According to the data of Flying Pig Platform, the prices of routes from Beijing to and from popular cities such as Hangzhou, Kunming, Chengdu, Chongqing and Shanghai are all around 500 yuan, and the discount is 0.8 -2 fold, but the price rises rapidly.

On May 1st, the air ticket from Beijing to Sanya was around 3,000 yuan.

Hotel B&B bookings have increased greatly, and high-end hotels are popular.

Hotels and homestays also ushered in a small peak of booking. Tujia backstage booking data shows that two hours after the news that Beijing lowered the public health emergency response level was released, the number of hotel search bookings soared four times compared with the same period yesterday, and Chengdu, Hangzhou, Sanya, Dali and Xiamen became the most popular tourist destinations for Beijing tourists.

Ctrip data shows that on the afternoon of the 29th, the number of tickets snapped up by Beijing users for high-star hotels rose by 650%. Beijing, Qinhuangdao, Hangzhou, Shanghai, Lijiang, Sanya, Xiamen, Anji and Ningbo have become popular destinations for Beijing users to hoard hotels.

Nearly half of Beijing users choose high-star hotels, with sea view, lake view, mountain view, large area of wild luxury, secluded high-star hotels as hot choices.

"Since the beginning of this year, tourists’ enthusiasm for traveling has been suppressed by the epidemic. In addition, overseas travel has entered a freezing period, and many high-end tourists have turned to China. In addition, for the sake of safety and epidemic prevention, tourists will also raise their requirements for travel quality. Under the influence of many parties, high-quality products are naturally popular. " Ctrip travel experts said.

Orders for group tours and free travel in Beijing have increased rapidly.

According to Meituan Big Data, after the news was announced, the number of scenic spots in Beijing soared by 199%, which was 2.99 times that of the same period last week. Local tourism and provincial tourism are still the main needs of May Day travel. Beijingers visiting Beijing and Beijingers visiting Beijing, Tianjin and Hebei will become the main modes of Beijing residents’ tourism during the May 1 ST period. According to relevant research data, the intention of health tour around Beijing, which is mainly for family leisure and vacation, accounts for as high as 57%, and the number of tourists is expected to exceed 5 million.

According to Ctrip data, on April 29th, the number of people searching and booking tickets for May Day local group tours, free travel, car rental in go on road trip and scenic spots in Beijing reached the peak since April, and the number of tourists booking May Day holidays will more than double.

According to statistics, orders for group tours and free travel in Beijing have been increasing rapidly. Recently, the scheduled travel dates are mainly concentrated in the "May Day" holiday, and the number of people traveling is mainly two people, and the scheduled travel days are all short-day products of 2-3 days. Nearly 70% of tourists choose to travel with a group or semi-self-help, and 30% choose to travel independently.

Judging from the popularity of products, tourists in Beijing currently choose outdoor scenic spots with good natural scenery in the suburbs of Beijing, such as Gubeishui Town and Simatai Great Wall in Miyun District, Shilinxia and Tianyunshan in Pinggu District, Badaling Great Wall and Garden Expo in Yanqing District, Mutianyu Great Wall, Yanqi Lake and Hongluo Temple in Huairou District.

Renting a car in go on road trip has become the main way for Beijingers. Ctrip’s car rental platform predicts that the "May 1" order has been restored to 80% compared with last year, and the proportion of renting cars for more than three days will be significantly improved. The demand for seven-seat commercial vehicles is growing rapidly. At present, orders for seven commercial vehicles have accounted for 10%.

In addition, the Palace Museum announced on the evening of the 29th that it will be opened in an orderly manner from May 1st. At present, the ticket price for 60 yuan in the peak season is limited to 5,000 people per day (8: 30-13: 00,3,000 people; 13:00-16:00,2000 people). The reporter noticed that more than an hour after the news was released, the tickets for the Palace Museum on May 1 had been reserved.

It is estimated that the number of tourists on May 1 may exceed 90 million.

According to the statistics of china tourism academy, during the Qingming small holiday this year, the total number of domestic tourists was 43.254 million, and the tourism income was 8.26 billion yuan.

Under a series of favorable blessings, Ctrip predicts that the number of tourists on May 1 is expected to reach a new high, with the total number reaching more than twice that of Qingming, and the first real tourism peak appears this year.

However, I remind you that this year’s "May Day" will be "no travel without reservation", so as not to be shut out.

The Ministry of Culture and Tourism and the National Health and Wellness Commission recently issued the Notice on Doing a Good Job in the Prevention and Control of Epidemic Situation and the Safe and Orderly Opening of Tourist Attractions. The number of tourists received by tourist attractions should not exceed 30% of the approved maximum carrying capacity. Tourist attractions should establish and improve the reservation system, implement time-sharing tour reservations, and guide tourists to enter the park at intervals and travel at different peaks.

For example, during the "May 1" holiday this year, 10 ticketing parks among the 11 parks in Beijing will all implement "online real-name booking and real-name ticket inspection" for the first time. All A-level scenic spots in Shanghai implement the ticket reservation mechanism. If there is no reservation, they will refuse to enter the park.

Are you going to take revenge travel during the May Day holiday this year? (End)

Investigation on the flooding of low-priced diesel oil in Yongchun Relevant persons: Smuggling oil is suspected.

Minnan. com reported on April 12 that roadside electric tankers were called to buy diesel at abnormally low prices. Last Wednesday, Haidu investigated the street and reported this phenomenon in Penghu Town of Yongchun continuously (for details, please see "Many tankers in Yongchun sell diesel at a low price on call, which is lower than the market price, which is near 2 yuan" and "Yongchun reappears that the roadside sales of diesel by tankers become hidden in trading places "). On the second day of the newspaper, Haidu reporter reported this matter to Cai Mengxia, the county magistrate of Yongchun County. In the afternoon, the Yongchun county government held a meeting and asked the four relevant departments to work together to strictly investigate this phenomenon and strengthen the control of the refined oil market.

Haidu reporter recently visited Yongchun penghu again, and found no more roadside refueling. However, where did these once-rampant low-priced diesel come from? The relevant person from Quanzhou Municipal Bureau of Commerce replied that "there is a great suspicion of smuggling oil".

To this end, Haidu reporters successively visited smugglers, oil companies and insiders of relevant departments. The inside story they provided restored the way and interest chain of smuggling oil from the sea to the shore.

01

Ways to sell smuggled oil and stolen goods

  sea

  1. A large "mother ship" with a tonnage of 1,000 tons smuggled refined oil from abroad near the coastal waters.

  2. Transshipment by a 100-ton boat at sea, during which it may be transshipped many times.

  3. After the boat carrying smuggled oil landed successfully, the oil was basically transported away by tanker.

Risk:

In the face of the attack from the marine police, customs, public security and other departments, only "oil escaping from the net" can successfully transport the oil ashore.

 Profit:

Take diesel as an example. The profit per ton of oil is from 300 yuan to 400 yuan. If a 200-ton boat is used to send oil ashore, it can earn more than 60,000 yuan in one night.

  bank

  1. A tanker carrying smuggled oil may transport the oil to various places.

  2. Some private gas stations will also buy smuggled oil and mix it with regular oil for sale, and then use some regular bills and oil bills to cover it up.

  3. Smuggled oil from private gas stations will also be transferred to tanker trucks to sell oil at low prices. If it is investigated, it can be covered up by formal sources.

  Risk:

Mainly roadside refueling may face investigation and punishment; If one place is strictly investigated, it will be moved to another place, and the tanker is highly mobile.

  Profit:

Take diesel as an example. The landing price of smuggled oil is about 3,500 yuan per ton, and the price per liter is less than that of 3 yuan, while the market price exceeds that of 5 yuan.

  1. Where does every liter of diesel in 3.4 yuan come from?

Inferior oil is unlikely. Oil sources are unreasonable.

Who will do the business at a loss? Where does the oil source come from for every liter of diesel oil in 3.4 yuan?

During the unannounced visit by Haidu reporter, the driver of Fujian D83058 tanker said, "We are all smuggling oil." Compared with the price of 5.14 yuan per liter of diesel oil in 3.4 yuan, the price difference is 1.74 yuan.

On March 28th, Yongchun police arrested a Fujian C48469 tanker selling oil on the roadside, and the oil price is also the market price per liter of 3.4 yuan. The distribution company of the arrested tanker said that the diesel oil came from a private gas station in Huyang Town, Yongchun, and said that the oil source was regular. In this private gas station, the price of No.0 diesel is 4.1 yuan per liter, so how can the tanker transport it out for sale, and the price becomes 3.4 yuan per liter? This statement is unreasonable.

"Refined oil is controlled, which is nearly 2 yuan cheaper than formal channels. The suspicion of smuggling oil is great." The relevant personnel of Quanzhou Municipal Bureau of Commerce judged this. In addition, a staff member of a state-owned oil company in Quanzhou said that unless it is inferior oil, it can’t be so cheap. "How is the oil quality sold by tankers? Truckers who run long distances must be clear, otherwise they will not take the initiative to buy oil, indicating that the quality of this oil will not be too bad, so there is only one reason to explain it, that is, smuggling oil."

  2. How to smuggle smuggled oil ashore?

After the 1000-ton mother ship transfer boat docked, it was transported away by tanker.

According to CCTV news reports, in December last year, the China Marine Police, together with the General Administration of Customs and the Fujian Provincial Public Security Department, busted a large smuggling criminal group in the waters of central Fujian, and seized 11 vessels involved, including 7 vessels of over 1,000 tons, including 3 "mother ships", and seized about 4,400 tons of refined oil. This smuggling group has smuggled more than 60,000 tons of refined oil this year.

"In recent years, driven by high profits, refined oil smuggling has rebounded, and criminals have put ‘ Make a fortune ’ Our eyes turned to the sea. " Fujian Marine Police introduced it in an interview.

According to people familiar with the crackdown on oil smuggling, the price of smuggled diesel oil depends on the number of times it is changed hands. "From a mother ship of thousands of tons to a small boat, the oil price is different after a few hands in the middle." The insider said that the profit per ton of oil is from 300 yuan to 400 yuan. If a 200-ton boat is used to send oil ashore, it can earn more than 60,000 yuan in one night, although the risk is great, and the return profit is also great. Generally, smuggled oil is basically transported ashore by tanker, and the landing price is about 3,500 yuan per ton, and the price per liter is less than that of 3 yuan.

 3. How to sell smuggled oil ashore?

It is very likely to be transferred to a private gas station to be mixed with regular oil or sold in a tanker.

"Smuggling oil is likely to be transferred to private gas stations. These gas stations buy smuggled oil stocks and then cover them up with some formal bills and oil bills, among which there are gray areas. " According to an insider who cracked down on smuggled oil, private gas stations that buy smuggled oil mix smuggled oil with regular oil, which can be sold directly at gas stations or pulled out by tankers for sale. "This way to sell smuggled oil, investigation and punishment efforts, it is difficult to find out which are regular oil and which are smuggled oil".

In fact, it is not unique to Yongchun that only mobile tankers sell low-priced diesel on the roadside. "This kind of tanker sells oil in a wandering way. If you catch it strictly, you will immediately change places." Relevant personnel of Quanzhou Municipal Bureau of Commerce introduced that in the past, at the junction of Hui ‘an and Luojiang, tankers selling oil were rampant, and some tankers also said that they had formal procedures such as oil bills. Later, they found out that the procedures were forged and were recognized as smuggled oil. "The refined oil is controlled, which is 2 yuan cheaper than the formal channels, and the suspicion of smuggling is great."

According to relevant reports, in September 2015, in Majia Town, Luojiang, Quanzhou, multiple departments jointly dispatched at night to investigate and deal with illegal tankers. Relevant personnel of Quanzhou Municipal Bureau of Commerce also said that the phenomenon of privately selling diesel oil by tankers in Hui ‘an and Luojiang at low prices has disappeared for some time under the severe crackdown and severe punishment of local public security departments. "I didn’t expect to go to Yongchun."

According to people familiar with the crackdown on oil smuggling, Yongchun is one of the distribution centers of tanker trucks. According to Yongchun Public Security, in an operation the year before last, Yongchun Public Security cooperated with higher authorities to capture more than 30 tankers full of diesel at high speed, and seized thousands of tons of smuggled diesel.

"Yongchun’s mining and cement industries are developed, and there are many large trucks, so there is a big diesel market." Mr. Liu, a full-time driver engaged in the transportation industry, said that reselling smuggled diesel oil with a tanker is like doing business in a vest. It is indeed difficult for the relevant departments to crack down, which has formed a loophole. Once the illegal risk of reselling is less than profit, this phenomenon will still appear.

 [dynamic]

Yongchun county government held a meeting to deploy and ordered four departments to strictly investigate and deal with it.

"In this matter, we have already disposed of it. The refined oil management involves four departments. The Bureau of Commerce supervises whether the oil station is legal or not, whether it operates beyond the scope, the Market Supervision Bureau supervises the quality of oil products, the public security cracks down on smuggling, and the Transportation Bureau is in charge of the qualification of tanker driving." Last Friday, Zheng Wenliang, executive deputy magistrate of Yongchun County, told Haidu reporter that the deployment meeting required all departments to work together and deal with the problems found strictly and seriously. In addition, the evidence collection of the tanker captured by Haidu Daily and Yongchun police on the day of the operation has been completed, and the quality of diesel oil is being submitted for inspection.

Zheng Wenliang also revealed that the relevant departments will conduct special inspections in the near future to strengthen the management of the refined oil market. The Bureau of Commerce will take the lead and several departments will jointly inspect the transportation and sales of refined oil at gas stations and roads. According to reports, the day before the meeting, law enforcement officers of Yongchun County Bureau of Commerce went to Penghu Town for inspection, and found no behavior of privately selling diesel oil by tanker.

  [suggestion]

Investigate and trace the source of low-priced diesel, severely punish and deter offenders.

A staff member of a state-owned oil enterprise suggested that many tons of smuggled oil along the coastline should be sold abroad. If the relevant departments do not regularly make surprise spot checks on the inventory of the seaside oil depot, there may be clues and gains.

"If you don’t check it, you will be repeatedly banned. Combating this phenomenon requires multi-sectoral cooperation, especially the public security department with strong law enforcement. " The staff of Quanzhou Municipal Bureau of Commerce said.

"Haidu Daily reported that Yongchun’s tanker is definitely afraid to be so blatant again." Mr. Liu, a transport driver, said that the local government attached importance to it, and the relevant departments investigated and dealt with it. The phenomenon of selling oil by tanker trucks on the roadside will inevitably converge. However, if it is not traced according to the evidence and reality, such a phenomenon will still appear, but it is just a change of vest. (Haidu reporter Lin Lili Zhang Kaihang)

The general part comprehensively discusses the profound influence of the imperial examination system on ancient China society, the significance of studying the imperial examination system and the different characteristics of the imperial examination system in each period, and then divides it into five volumes: Sui, Tang and Five Dynasties, Song, Liao, Jin and Yuan Dynasties, Ming and Qing Dynasties. This article is selected from the General History of Chinese Imperial Examination System, written by Mao Peiqi, one of the chief editors and a professor at the School of History of Renmin University of China, and authorized by Shanghai People’s Publishing House.

The original intention of the imperial examination was to recruit scholars fairly, but almost at the same time as the birth of the imperial examination, all kinds of fraud and tricks against fair competition appeared. Therefore, preventing fraud was an important content in the imperial examination system from the beginning.

In order to ensure the fairness of taking candidates, the Tang Dynasty constantly improved the procedures and evaluation standards of the imperial examinations and took measures to prevent cheating in the imperial examinations. In terms of examination procedures, the provincial examination in the Tang Dynasty gradually established a three-examination system for general subjects such as Jinshi and Mingjing, so as to avoid fraudulent acts such as taking the back-court examination after failing in the previous field from the technical level. In the Five Dynasties, this three-test system was introduced to state and county examinations. In the Tang Dynasty, in order to prevent cheating in the examination venue, the system of locking the examination venue was implemented, and a tribute seal was set up to prevent it from being prohibited. In order to ensure the fairness of marking, the system of reexamination and re-examination under the Chinese book door was established, and the supervision of provincial examination was strengthened at the same time.

However, the imperial examination in the Tang Dynasty can not be said to be perfect and mature. At the beginning of the implementation of the imperial examination in the Tang Dynasty, there was still a system of public recommendation, that is, the so-called "Taige officials" could recommend "literary artists" to the examiners, and even pre-planned the rankings on the list. Candidates should present poems and essays to dignitaries, that is, the so-called "scrolls", for recommendation. Some influential figures are even called "the task of the article, the balance of the characters, once the title is tasted, they will become good scholars." However, these dignitaries "can’t be selfless when they take it", which opens the door for the children of aristocratic families to have power, and even admits "don’t take advantage of their relatives, don’t take bribes, and make friends". Those who "have no media, no party, and have talents" are often turned away.

In Li Bai’s Book of Jingzhou with Han Dynasty, it is said that "I don’t need to seal Wan Huhou when I was born, but I hope to know Jingzhou with Han Dynasty", and Qian Qi’s poem "yet whose poems, ten years refused, are shaming, these white hairs held by the petalled pin" describes the helplessness of scholars. Some dignitaries rely on their power to openly ask for help in the imperial examination, which is more serious than cheating in the examination hall, and cheating in the examination hall has become the norm, so that "children of potential families are rewarded with each other;" The situation in which the cold door is made, ten abandoned 67 ".

In the first year of Changqing (821), Qian Hui, assistant minister of the Ministry of Rites, gave a tribute and accepted the request for help. The admission was unfair and caused dissatisfaction. Mu Zong ordered a retest. As a result, of the 14 people who have been admitted, 10 were dismissed because of their lack of skills, and those suspected of asking for help were dismissed from office. In the third year of Huichang (843), Wang Qiquan, the minister of rites, made a tribute, and put forward that "anyone who has relatives in the DPRK should not be promoted", which temporarily restricted the way for the children of officials to enter the official position. However, after repeated attempts, it was finally impossible to stop the children of officials or officials from asking for help and the authorities from selling them.

The imperial examinations in the Tang Dynasty and the Five Dynasties also had a public examination system. In order to make the examiner know the applicant’s ordinary academic level, the applicant should submit the provincial paper, that is, the "public paper", to the Zhigong Ju official. Doing so could have examined the level of scholars more comprehensively, avoiding the fluke and unfairness of deciding to take the exam only once. However, the public papers can’t be guaranteed to be true, and there is no way to supervise and inspect them, or to use old papers or ask someone to write for them. On the contrary, there are huge loopholes, which hinder the fairness of the exam.

In order to realize the fairness of the imperial examination, the Song Dynasty continued to improve its system and technical design. At the beginning of the Song Dynasty, the public recommendation was abolished many times, stipulating that the recommender should be punished, and the recommended person should be punished for heavy service, and he should never take the imperial examination again, and the informer should be rewarded. The system of "public recommendation" and "public volume" was abolished, and "everything depends on Cheng Wen".

Ancient imperial examination papers

The imperial examination hall is like a battlefield. As early as the Tang Dynasty, strict discipline was stipulated. "On the day of reading and testing, the Ministry of Rites strictly set up soldiers and guards, recommended spines around them, searched for clothes, and ridiculed them. In case of false abuse. " But cheating in the examination hall is endless. In order to prevent cheating in the examination field, the Song Dynasty made a series of technical regulations. In 992, Injong was in Chunhua for three years and began to implement the "paste name examination". The test paper is sealed with a paste name, and the township is marked with a font size. During the reign of Emperor Zhenzong, a transcription system was implemented, and the examination papers were transcribed separately, and then sent to the examiner for grading. In this way, the examiner neither knows the name of the juren, nor can he identify the author with the font, so it is difficult to ask for help. Ouyang Xiu praised: "Stealing the system of taking scholars from the state is the most famous compared with the previous generation. ….. Paste the name, copy it and test it, so that the master doesn’t know who the party is, and whose son is not allowed to love or hate it. ….. its ruthlessness is like nature, and its fairness is like weighing. It has not been easy to control since its ancestors. " He believes that this is the most just system.

In the second year of Song Taizong’s reign of Emperor Yongxi (985), the system of "don’t try" was established, in which the examiner and juren were in-laws, and officials were sent to set up another examination room to try. In the sixth year of Xiaozong Road (in 1170), "the examiners of all the imperial edicts were selected by different counties, and then he was admitted to the hospital in Hefei, three counties." But at this time, the examiner in palace examination is still avoiding relatives. In the first year of Jiading, Ningzong (1208), "those who have relatives of the officials of the DPRK to go to the court will be exempted from taking the exam." This set the rules for future generations.

In 1228, the first year of Emperor Li Zong’s reign in the Southern Song Dynasty, he opened a subject, and found that a certain volume of characters was similar to people, even verbatim. The reason is that the examiner takes bribes, steals the model essay to the examinee, or the old Confucian sells the essay to the scholar for copying. The imperial court had to stop this, and ordered that once the test papers were found to be identical, the candidates would be dismissed, and the examiners and supervisors would also be dismissed. When Li Zong was in charge, the examination hall "made the rape worse". "There are five disadvantages in citing people: to preach righteousness, to change papers, to change titles, to go out with papers, and to record and destroy cracks." The court ordered strict supervision, "set up a reward grid, and promise to arrest those who are pregnant, pass on the topic, pass on the manuscript, and take the test on behalf of the whole body."

The imperial examination room system in Jin Dynasty was strict. The rules of the examination center, such as pasting names and copying, generally followed the practice of the Song Dynasty.

Cheating in imperial examinations was rampant in Ming and Qing dynasties. "Bribery, earning a living, cutting the volume and passing it on, and taking the top name, have many drawbacks, which cannot be exhaustively investigated, especially the joints." Therefore, the anti-fraud measures of the imperial examinations in Ming and Qing Dynasties are also more severe. For example, the examinations in the Ming Dynasty were monitored by censors, while the examinations were monitored by officials of the Ministry of Justice. At the time of the examination, Yushi will supply the examination paper, seal it, transcribe it, read it, take the paper, patrol the door, check it, and have full-time staff. It is strictly forbidden to ask questions in the examination room, and each candidate has a separate room guarded by a soldier. The test paper is sealed and numbered in triplicate. The examination paper is written in ink, and then copied by the copying officer in Zhu. The reader doesn’t know the name of the examinee, and he can’t see the ink roll. It can be said that he is everywhere. In the seventh year of Hongwu (in 1374), it was stipulated that if the examinee was found with a belt, "in January before the court, he would be guilty all the time and be rehabilitated for the people."

However, as "Ming Shi" said, cheating is "joints are the most serious", and court cases occur from time to time. Some powerful officials or relying on their power, enabled their children to go to high school, or greedy for bribes, and decided to take them with money, which fundamentally ruined the fairness of the imperial examination. In the fourth year of Wanli (1576), Gao Ruyu, the examiner of Shuntian, admitted Zhang Sixiu and Zhang Maoxiu, the sons of Zhang Juzheng, the cabinet records of the powerful minister, and Wang Zhiheng and Wang Zhiding, the sons of Wang Zhuan, the assistant minister of Zhang’s party official department, which are typical cases.

Fraud in the imperial examinations was still rampant in the Qing Dynasty. In the 14th year of Shunzhi (Ding You, 1657), a major imperial examinations case broke out. After the trial release of the list in Shuntianfu Township, it was revealed that Lu Qixian, a Chinese juror, paid 3,200 taels of silver, and Lu Yiji, a fellow examiner, gave Li Zhenye and Zhang Wopu a bribe to buy them. After the results of the township examinations in various places were published, scholars resented their unfairness and exposed all kinds of fraudulent plots: Jiangnan "is well-connected with the Sect, which is to take the opportunity to benefit the disadvantages"; Huang Wei and Ding Peng, Henan examiners, used ink and pen to add sentences; Shandong, together with examiner Yuan Ying, changed the words with a blue pen; Shanxi examiner Kuang Lanxin and other comments are not listed in the title, and so on. Emperor Shunzhi ordered the Legal Department to investigate the proposed crime.

As a result, seven examiners, including Li Zhenye, Zhang Wopu, and Juren Tian Geng, were all beheaded, with no family property, and their parents, brothers and wives all moved to Shangyangbao. In addition, seven people, including Wang Shude, should immediately cut off their family property, and their wives, parents and brothers should emigrate to Shangyangbao; Eleven people, including Sun Po-ling, should be beheaded, and their family property is not registered; Zhang Min and other five people should be stranded, and Yu Zan Zhou should be stranded. Emperor Shunzhi personally interrogated him, saying, "If you commit more crimes for a while, you can’t bear it." All of them were lenient and exempted, and each of them was responsible for forty boards, and they moved to Shangyang Castle.

However, the fraud in the examination hall did not stop there, and all kinds of fraud continued to occur. In the eighth year of Xianfeng (1858), another major case shocked the ruling and opposition parties. At that time, he was in Wuwu, so he was also called the case of Wuwu examination hall. The rural examination in Shuntian, an undergraduate course, was caused by the suspected fraud of Ping Ling, a student attached to Manchuria. It was exposed that Luo Hongze, a candidate, "handed a note" into the examination room, and asked Li Heling, the director of the Ministry of War, and the Hanlin Academy to edit Pu ‘an, and Pu also asked Bai Jun, a university student, so that Luo was able to pilot. Li and Pu got 500 taels of silver, but Bai Jun didn’t know it. As a result, Pu, Luo, and Li were executed as usual, and Bai Jun was executed by "Gu Enwei Law". The murder of Bai Jun, a minister with a taste, is related to the personal hatred of his colleagues, but his responsibility cannot be escaped. It took five years for the case to be concluded. In the end, more than 90 people were punished and five military ministers were killed.

Ancient imperial examination cheat sheet

The purpose of the Qing court’s severe punishment for cheating in the imperial examination hall was to strictly observe the law and discipline, and to recruit scholars fairly. At the same time, the intention of restraining scholars and cracking down on factional strife was also obvious. Previously, the imperial edict issued in the 14th year of Shunzhi (1657) said: "It is a public code of the imperial court to make a system of selecting scholars and recommending sages by teachers … In the future, all officials, both inside and outside, should strictly abide by their duties and are not allowed to worship their proteges. If they commit crimes, they will be judged by their backs. Recommend all the officials, according to the system of the yamen, and all the items such as reading papers and exams are not allowed to attack the teachers and students … and never leave the roots of cronies. " Controlling the imperial examination hall means strengthening the control of the political situation and the power of the emperor.

Parallel to these major fraud cases is the disadvantage of the examination hall. Since the implementation of measures such as pasting names and copying in the Song Dynasty, the disadvantages of cheating and anti-cheating in the examination hall have been on the rise. As for the Ming and Qing dynasties, it reached its peak. This kind of cheating has formed a complete chain inside and outside the examination hall, and even become an industry. In order to cope with the imperial examination market, various imperial examination model essays became popular, and many scholars became experts. Some bookstores even print micro-engravings for the purpose of bringing people into the venue. As for the entrainment method, it is even more varied. Clothes, objects, pens, inkstones, paper and ink can all be used as entrainment tools, and even inclusions are hidden in obscene clothes.

In order to punish the disadvantages of entrainment, Emperor Qianlong once issued a decree that "the commander of the infantry and the censor of the five cities should show Xiaoyu and conduct a secret inspection", and sent military service to search and inspect at the scene, so that the clothes and trousers of the entrants were stripped bare. In the ninth year of Qianlong (Jiazi, 1744), the rural examination in Shuntianfu was held, and 21 people were found in the first and second sessions. Due to the deterrent of search and inspection, a large number of small rolls of flies were abandoned in every corner outside the Hiram’s Hospital. In the second roll call, more than 2,800 people were afraid to take the entrance examination. However, 68 people who took the entrance examination turned in blank papers because there was no entrainment, 329 people did not finish the papers, and 276 people were irrelevant. Such a scene not only shows the seriousness of entrapment, but also shows that Shi zhong ren is very abusive. After this campaign, the entrainment in the examination hall was slightly calm, but it soon revived. Almost to the end of the Qing Dynasty, the imperial examination came to an end, and the examination was a mere formality.

Entrainment shoes for cheating in imperial examinations

The imperial examination claims to be fair, but the fairness of the imperial examination is also relative. As a multi-ethnic country with a vast territory, there are great differences among regions and ethnic groups. If all students are selected according to the same standard, it may lead to unequal opportunities. At the same time, in order to expand the ruling base, it is also necessary for each dynasty to extensively select talents and select talents from different regions and nationalities. This can not only make the representation of scholars more balanced, but also take care of the relative fairness of different regions and different nationalities. At the same time, it is also a common practice for rulers to give preferential treatment to specific groups or ethnic groups in order to strengthen their political power pillars.

There is a so-called south election in the civil and military official examination in Tang Dynasty. In the Tang Dynasty, the number of candidates in remote and backward areas was taken care of. In Song Dynasty, the distribution was restricted by the number of settlements in different regions, so as to achieve the balance between regions. In the fifth year of Emperor Taizong of the Jin Dynasty (1127), because "Hebei and Hedong fell at the beginning, and there were many staff members, the system of Liao and Song Dynasties was different, and the north and south were chosen for their careers." According to different standards, the new and old areas in the north and south take care of regional and ethnic differences. The imperial examinations in the Yuan Dynasty were divided into two volumes, including some factors that discriminated against Han people and southerners, but it also expanded the ruling base and sought balanced and fair consideration of differences.

In the imperial examinations in the Ming Dynasty, there was no distinction between the north and the south. In the thirty years of Hongwu (1397), he took 52 scholars, all of whom were from the south. Emperor Zhu Yuanzhang thought that the examiner was a southerner and was partial, so he severely punished the examiner and read the papers himself. As a result, 61 people were admitted from the North.

After Yongle, after several adjustments, it was determined that the scholars were divided into south, north and middle volumes. This not only adjusted the pattern of interest distribution, took care of the development of backward areas, but also made the foundation of state rule more balanced and stable. In the Ming Dynasty, Wu Ju also imitated the northern and southern volumes of liberal arts, which were divided into the border and the belly. Of every ten people, six sides and four bellies are normal. In Qing dynasty, imperial examination papers were divided into north and south, and the number of places was temporarily determined according to the number of people taking the exam. In the examination, we should choose scholars from different provinces and take care of remote provinces to ensure that all scholars from all provinces have the opportunity to enter the subject; The numbering system is implemented in the rural examination, and the number of places to be selected is stipulated respectively, so that children of remote towns and local ethnic groups can have pilot students. The relaxation of the imperial examination for chieftains, etc., is also for the same purpose.

Jiangnan Gongyuan

In a hierarchical society, absolute equality can never be achieved, and rulers sometimes deliberately maintain this hierarchical difference.

Imperial examination, known as the imperial court set up a subject, everyone can vote for it, but in fact, the imperial court has clear restrictions on the identity of those who participate in the imperial examination. It was stipulated in the Tang Dynasty that "there is a son of a criminal, and business is special" and no tribute is allowed. In the Song Dynasty, "those who are disobedient, forget their relatives, hide industrial and commercial differences, and return to the vulgar" and the home of medical wizards were not allowed to participate in the imperial examination; In the Liao Dynasty, "doctors, priests, butchers, traders, slave slaves, parents, offenders and fugitives are not allowed to raise Jinshi." In the fifth year of Emperor Youzhi’s reign (1105), it was also stipulated that "merchants’ homes should be forbidden to be promoted by scholars". The Jin Dynasty stipulated that all kinds of craftsmen and artists who advocated excellence, entertainers, handmaiden, criminals, relatives of traitors and even the official Taichang Grand Music Department were not allowed to take part in the imperial examination. In the Yuan Dynasty, there was still a rule that "those who advocated excellence and those who suffered from waste diseases and committed ten evils of rape and theft were not allowed to take the exam". However, people with yin and yang medical skills are not prohibited.

When Sai-jo was in power, Prime Minister Huolu Huosun and others said that "Confucian officials, Yin and Yang, and medical skills all make an attempt". The restrictions on criminals are understandable, and the restrictions on the homes of industrial and commercial medical actors and handmaiden are obvious discrimination. In the Ming Dynasty, the regulations were relatively relaxed. In the fourth year of Hongwu, Taizu Zhu Yuanzhang ordered that "only petty officials are not allowed to take exams because their minds are broken". He doesn’t want those petty officials who have been polluted by officialdom to enter the ranks of officials.

In the seventeenth year of Hongwu, it was also stipulated: "Its academic officials and idle officials, those who advocate Excellence, those who have been exiled, and those who have lost their parents are not allowed to take the exam." In the Ming Dynasty, especially in the middle and late period, a large number of children from industrial and commercial families took part in the imperial examination, and they entered the official position in the pilot test. The progress of society, the growth of industrial and commercial class and the change of universal values are the reasons. By the Qing Dynasty, it was still stipulated that the house of handmaiden advocating Excellence was not allowed to take part in the imperial examination, and other untouchables, including beggars, beggars and fishermen with nine surnames, were not allowed to take part in the imperial examination. During the Yongzheng period, although they were ordered to get rid of the low-ranking members such as Huole, and the restrictions on their participation in the imperial examination were lifted in name, it was still difficult to achieve a completely equal status in practice.

Together with the remote parking lot, taxi parking area, central landscape axis parking lot and traffic station parking lot, about 9,000 parking spaces can be provided near the whole airport.

[Departure area of Daxing Airport]

Daxing Airport Terminal innovatively adopts the floor design with vertical distribution of functional areas and switchable waiting areas, which not only ensures sufficient development space for operating resources in functional areas, but also enables international and domestic waiting areas to be flexibly adjusted. The terminal building has 7 floors and 5 floors above ground, which are mainly used for passengers to enter and leave Hong Kong, wait for flights and transit. There are two underground floors, namely the platform floor and the hall floor of various rail transit stations.

Second basement: the rail transit platform, and the first basement can be reached through the escalator.

Basement 1: Daxing Airport Integrated Transfer Center, with airline counter, where passengers on domestic flights can directly go through check-in and security procedures; International passengers can go to the fourth floor through the straight ladder located in the center of the hall to go through the relevant formalities. In the future, rail transit can also be connected here. Passengers can take the subway from downtown Beijing, and then transfer to high-speed rail or urban rail to Xiong ‘an, Tianjin and other places.

First floor: arrival of international passengers and baggage claim; Internet car/self-driving can park the vehicle in the parking building and then walk to the terminal.

The third floor: check-in procedures for high-end passengers and quick security check-in channels.

Fourth floor: airport bus drop-off area, domestic and international check-in area and international joint inspection area.

[Daxing Airport Security Inspection Area]

All security checkpoints in Daxing Airport adopt the self-service certificate checking system, which improves the efficiency by 60% compared with the traditional manual certificate verification. At present, Daxing Airport can realize the whole process of customs clearance for passengers from check-in, security inspection to boarding. In the future, the inspection of documents will be further omitted to realize customs clearance. Passengers on Eastern Airlines can take the lead in using the face brushing function in check-in and boarding, and only need to show their certificates in the security check-in.

Daxing Airport also uses a person-bag correspondence system. When passengers put their luggage, the system carries out dynamic face recognition, and automatically associates the passenger’s face information and identity information with the luggage without feeling. When necessary, it can accurately query a passenger’s check-in information within 3 seconds.

The first floor: 12 domestic security channels.

Second floor (inside the restricted area): 8 security checkpoints for transit passengers.

Third floor: 24 domestic security channels.

Fourth floor: 14 international security channels.

[Daxing Airport Waiting Area]

Daxing Airport Terminal adopts five-finger corridor radiation configuration, and the walking distance of passengers from the center of the terminal to the farthest boarding gate is no more than 600 meters, and the walking time after security check is no more than 10 minutes. The terminal adopts "dual layout", that is, the domestic operation is divided into east and west areas. Passengers who take an airline can go directly to the waiting area where the airline is located without taking the wrong road. According to the current plan, China Southern Airlines and China Eastern Airlines, as the main base airlines of Daxing International Airport, will operate on the west and east sides of the terminal respectively.

Second floor: domestic mixed waiting area for entry and exit.

Daxing Airport adopts mixed-flow design for domestic passengers entering and leaving the port, that is, they leave and arrive in the same area, so that passengers entering and leaving the port can enjoy commercial resources and public service facilities at the same time, and at the same time, the construction area is saved, which significantly improves the efficiency of airport service facilities.

Considering the problem of passenger flow concentration in mixed-flow mode, Daxing Airport has increased the traffic width and set up two-way automatic trails. Even in the most complicated central area, passengers can quickly find their required routes through streamline planning and guidance design.

Third floor: international departure waiting area

Because the international entry and exit process involves customs, border inspection and other procedures, the international departure and international arrival adopt the diversion mode, separating different channels for drainage, and the process is simple and clear.

[Daxing Airport Arrival Process]

Domestic flights:

Daxing Airport adopts mixed-flow design for domestic passengers entering and leaving the port. Arriving passengers also need to go through the domestic waiting hall on the second floor and walk to the domestic passenger baggage claim turntable on the same floor to wait for their luggage. After leaving the station, you can go directly to the taxi storage area, the network car waiting area, the parking building, or go to other floors through the straight elevator and transfer to the airport bus, train and subway.

International flights:

After arriving at the terminal by plane, international passengers will take the escalator down to the first floor according to the instructions, and then go through the four steps of customs temperature measurement, border inspection, baggage claim and customs inspection, and then leave the station, and go directly to the airport bus waiting area on the same floor, or go to other floors through the straight elevator to convey the parking building, taxi waiting area, network car waiting area, train and subway.

Note: The baggage carousel at Daxing Airport increases the speed of ordinary airport from 0.28m/s to 0.5m/s, which can save passengers nearly half the time in the baggage claim stage.

In addition, Beijing Customs has implemented customs clearance without influence at Daxing Airport. Check the baggage first, and notify the passengers in advance of the problematic baggage; If the luggage is ok, passengers can "wait" for customs clearance without X-ray inspection after picking up their luggage.

[Daxing Airport Transit Process]

After arriving at Daxing International Airport, transit passengers can easily enter the centralized transit procedures area according to the instructions. The centralized transit area has realized that border inspection, customs and other transit process facilities work at the same site. This area is located on the second floor of the airport, in the middle of the domestic mixed-flow process and the international arrival process, and three transit processes, namely, international to domestic, international to international and domestic to international, are handled here. According to estimates, Daxing Airport will take 30 minutes for domestic transfer, 45 minutes for international transfer, 60 minutes for domestic transfer, and 60 minutes for international transfer. The shortest connecting time of the airport is among the highest in the world.

[Which airlines are the first to settle in]

Before October 26 (inclusive), China United Airlines will become the only airline that will make an overall transition and operate at Daxing Airport.

From October 27, 2019 (inclusive), a total of 7 domestic airlines and 8 foreign airlines have decided to settle in Daxing International Airport. Domestic airlines include China Southern Airlines, China Eastern Airlines, Air China, China United Airlines, Hebei Airlines, Capital Airlines and Jixiang Airlines, while foreign airlines include British Airways, Polish Airlines, Finnair, Malaysia Airlines, Royal Moroccan Airlines, Royal Brunei Airlines, Russian Effie Airlines and Himalayan Airlines.

In order to ensure the safe, stable and orderly operation of the transition, only a few flights will be arranged at the airport in the initial stage, and the relevant domestic airlines will gradually transition in stages and complete the transition work before the 2022 Beijing Winter Olympics.

In the winter and spring season of 2019, Daxing International Airport is expected to open 116 routes, including 101 domestic routes and 15 international routes; Covering 112 destinations around the world, including 97 domestic destinations and 15 international destinations.

[What if I go to the wrong airport]

China United Airlines took the lead in transferring to Daxing Airport. What if the passengers didn’t notice the origin of the ticket and went to Beijing Nanyuan by mistake? According to China United Airlines, before and after purchasing tickets, airlines will send SMS to remind passengers to pay attention to the originating airport; If passengers accidentally miss the reminder, China United Airlines also provides follow-up services for passengers who mistakenly leave the airport:

(a) provide a "certificate of mistaken airport passengers".

(2) Passengers only need to hold the "certificate of mistaken airport passengers" to go through the check-in procedures at the China United Airlines express passenger counter and enter the "green channel for fast passenger transfer". (Passengers who go to the airport by mistake use the small stickers uniformly provided by Daxing International Airport, which is convenient for the follow-up staff to quickly identify and provide corresponding guidance and services. )

(3) The "certificate of passengers who mistakenly left the airport" can be used as a voucher for involuntary cancellation.

(4) Passengers who mistakenly leave the airport will be arranged by China United Airlines for free car ferry, and the passengers will be sent to the nearby transportation hub according to the time when the passengers change their flights (specifically, the on-site decision will be made by the staff on duty at the Ground Service Department). The deadline for free car ferry service is September 30th. The staff of Nanyuan Airport will stay until October 15th, and issue a "certificate of mistaken departure from the airport" for passengers.
