        Eight departments, including the Ministry of Public Security, recently issued the "Announcement on Regulating the Use and Management of Resident Identity Cards", which proposed:

        Citizens shall use their identity cards according to law, and shall not rent, lend or transfer their identity cards;

        Citizens should enhance their awareness of the safety protection of resident identity cards, properly keep their identity cards and prevent them from being lost or stolen;

        The resident ID card registered with fingerprint information can effectively prevent others from using it, and citizens can actively apply to the public security organ for renewal of the resident ID card registered with fingerprint information;

        State organs or relevant units and their staff members shall not copy or scan resident identity cards without authorization, and shall not detain or mortgage citizens’ resident identity cards.

        From next month, 20 certificates need not be issued by the police station.

        Twelve departments, including the Ministry of Public Security and the Development and Reform Commission, recently jointly issued the Opinions on Improving and Standardizing the Certification Work of Public Security Police Stations, which came into effect on September 1, 2016. The Opinions pointed out that:

        The relevant units require the masses to issue certificates or provide certification materials, and should follow the principle of "who is in charge and who is responsible". The police station will no longer issue certificates for matters that citizens can prove with legal identity documents;

        The competent department shall be responsible for verifying the certification matters that do not belong to the statutory duties of the police station according to law.

        There are 20 items such as citizen’s name, citizen’s gender, address change, etc., which will no longer need the certificate issued by the police station in the future, and 9 kinds of situations that still need the certificate issued by the police station.

        Beijing officially announced the settlement system of points.

        On the 11th, Beijing issued the Administrative Measures for Settlement of Points in Beijing (Trial). According to the management measures, the overall framework of Beijing’s points settlement policy can be summarized as "4+2+7", which is clear:

        The applicant’s four qualifications for participating in the points: those who meet the conditions of holding a residence permit in Beijing, below the statutory retirement age, having paid social insurance for 7 years in Beijing continuously and having no criminal record can apply for participating in the points;

        Two basic indicators for applicants to participate in the points: stable employment and residence in Beijing;

        Seven guiding indicators for applicants to participate in the points: including educational background, professional residence area, innovation and entrepreneurship, tax payment, age, honor recognition, law-abiding records and so on.

        Beijing’s points settlement policy has also designed a series of guiding indicators: for example, applicants who are not over 45 years old will be given extra points to optimize the age structure of the population; Applicants whose residence is transferred from the sixth district of the city to the suburbs or whose employment and residence are transferred from the sixth district of the city to the suburbs at the same time will be given extra points to guide the optimization of the spatial layout of the population city. In addition, two reduction indicators have been set: tax-related violations and administrative detention records.

        Raise the minimum wage in many places

        The Beijing Municipal Bureau of Human Resources and Social Security announced on the 10th that the minimum wage in Beijing has been adjusted from the current 1,720 yuan per month to 1,890 yuan, increasing the 170 yuan. At the same time, the hourly minimum wage for part-time employees is raised from 18.7 yuan per hour to 21 yuan per hour. This minimum wage adjustment will be implemented from September 1, 2016.

        It is worth noting that since the beginning of this year, at least nine regions including Chongqing, Liaoning, Jiangsu, Shanghai, Hainan, Shandong, Tianjin, Hebei and Beijing have successively raised the minimum wage.

        Since July 1, 2016, the monthly minimum wage in Tianjin has been raised to 1950 yuan;

        Hebei’s highest monthly minimum wage is raised to 1650 yuan;

        Since June 1, 2016, the first monthly minimum wage in Shandong has been raised to 1710 yuan;

        Since April 1, 2016, the monthly minimum wage in Shanghai has been adjusted from 2020 yuan to 2190 yuan.

        The highest monthly minimum wage in the country is Shanghai, reaching 2190 yuan; The highest hourly minimum wage is in Beijing and 21 yuan.

        The State Council issued a document to support the urbanization of agricultural transfer population

        The State Council recently issued the "Notice on Implementing Several Fiscal Policies to Support the Urbanization of Agricultural Transfer Population", which made arrangements for establishing and improving the fiscal policy system to support the urbanization of agricultural transfer population. The "Notice" proposes:

        Incorporate the compulsory education of children of agricultural transfer population and other permanent residents into the scope of public financial security, and gradually improve and implement the policy of free tuition and fees and inclusive preschool education in secondary vocational education;

        Accelerate the implementation of the transfer and connection methods of medical insurance relations and the settlement methods for medical treatment in different places; Accelerate the implementation of a unified and standardized urban and rural social security system;

        Support the unemployed people who have settled in the city to register for unemployment, and enjoy public employment services and support policies such as vocational guidance, introduction, training and skill appraisal;

        Establish an incentive mechanism for the urbanization of agricultural transfer population to improve the urbanization rate of registered population; Maintain farmers’ land contracting rights, homestead use rights and collective income distribution rights;

        Ten specific policies and measures such as increasing financial support for the urbanization of agricultural transfer population and establishing dynamic adjustment mechanism.

        The Health Planning Commission will focus on supervising the rental and out-of-scope practice of departments.

        The National Health and Family Planning Commission issued the Notice on Carrying out Special Supervision and Inspection of Medical Institutions’ Legal Practice, and conducted key spot checks for different types of medical institutions.

        Among them, for secondary and tertiary hospitals (including maternal and child health care institutions), it is important to check whether there are rental contracting departments, carrying out medical activities beyond the scope, and hiring non-health technicians;

        For first-class hospitals (including ungraded), outpatient departments and clinics, it is important to check whether there are any illegal acts such as issuing false medical documents, renting and lending the Practice License of Medical Institutions, not charging according to the publicity standards, carrying out medical activities beyond the scope, and hiring non-health technicians.

        Nanjing and Suzhou began to implement the new property market policy.

        On the 12th, Nanjing and Suzhou respectively issued the Opinions on Adjusting the Bidding Mode of Nanjing’s Land Public Transfer and the Down Payment Ratio of Commercial Housing Loans and the Implementation Opinions on Further Strengthening the Management of Suzhou’s Urban Real Estate Market, and will begin to implement the New Deal for the property market. These two documents continue the idea of tightening the previous policies, and adjust the mortgage and land transfer respectively.

        In Nanjing, the down payment of the first suite is still 25% (20% for Gaochun and Lishui) according to the previous policy; For households with one house and the corresponding housing loan has been settled, the minimum down payment ratio is adjusted to not less than 35% (except Gaochun and Lishui); The minimum down payment ratio is adjusted to not less than 50% (except Gaochun and Lishui) for households that own one house and the corresponding house purchase loan is not settled.

        In Jiangsu, if a resident family owns one set of housing and the corresponding purchase loan is not settled, and applies for a commercial personal housing loan to purchase ordinary housing again, the minimum down payment ratio will be adjusted from 40% to 50% (excluding Wujiang District); Residents’ families have two or more sets of housing and the housing loan has not been settled, and they will continue to stop issuing "three sets" and above housing loans.
