Chapter I General Provisions
Enrollment by independent examination and comprehensive evaluation is an important part of national education examination. In order to ensure the smooth progress of enrollment by independent examination and comprehensive evaluation in Qingdao Vocational College of Engineering in 2023 and safeguard the legitimate rights and interests of colleges and candidates, this book is formulated according to the spirit of the Notice of Shandong Provincial Department of Education on Doing a Good Job in Enrollment by Independent Examination and Comprehensive Evaluation in Higher Vocational Colleges in 2023 (Lu Teaching Letter [2022] No.28) and the actual situation of Qingdao Vocational College of Engineering.
Article 1 These Articles of Association are applicable to the enrollment of Qingdao Vocational College of Engineering in 2023 through separate examination and comprehensive evaluation.
Article 2 The principles of "fair competition, fair selection, open procedures, comprehensive evaluation and merit-based admission" shall be implemented in the enrollment work of Qingdao Vocational College of Engineering.
Article 3 The enrollment of Qingdao Engineering Vocational College through separate examinations and comprehensive evaluation shall be supervised by the discipline inspection and supervision departments, news media, candidates and their parents, and all sectors of society.

Article 10 Enrollment Plan
In 2023, the college arranged 610 enrollment plans for individual examinations (570 in general category and 40 in retired military category), and comprehensively evaluated 380 enrollment plans. The enrollment plan by major will be announced separately on the official enrollment website of the College (https://zs.qdec.edu.cn/). The enrollment plan is finally subject to the provincial education department. The enrollment plan by major is a guiding plan, and the number of students admitted by major is adjusted according to the actual registration and test results. If there is spare time, all kinds of plans and professional plans can be used for mutual adjustment. Students under the admission control line will not be admitted. The unfinished plans in each major plan will be transferred to the unified college entrance examination (including the spring college entrance examination and the summer college entrance examination) for admission.
Chapter V Registration and Voluntary Reporting
Article 11 Enrollment targets
1. Individual examination enrollment: It is conducted for fresh graduates of secondary vocational schools in Shandong Province and social workers, who should obtain a diploma in high school education or have equivalent academic qualifications.
2. Comprehensive evaluation of enrollment: for the fresh graduates of ordinary high schools in Shandong Province.
Article 12 Application conditions
1. Candidates can participate in individual enrollment or comprehensive evaluation enrollment only after they have passed the 2023 college entrance examination in Shandong Province.
2. Requirements for the physical health of candidates: Implement the "Guiding Opinions on Physical Examination of Enrollment in Colleges and Universities" and relevant supplementary documents.
3. Foreign language requirements: Foreign languages are not limited. However, the college’s public foreign language is English, and other minority language candidates must change to English after freshmen enter school.
4. Ratio of male to female: There is no limit to the ratio of male to female in each major.
Article 13 Registration time
1. Candidates who sign up for individual enrollment or comprehensive evaluation enrollment must log on to the enrollment platform of Shandong Education Admissions Examination Institute (website: http://wsbm.sdzk.cn/gzdz/) from February 6 to February 10, 2023 to enroll in universities and majors.
2. Candidates who participate in separate enrollment must choose their major according to the professional category of the spring college entrance examination, and the professional category corresponding to the selected major should be consistent with the professional category of the spring college entrance examination.
3. Candidates must choose a major according to the requirements of the registration conditions. At most, they can choose three majors from the announced enrollment majors, and choose whether the major is subject to adjustment.
Fourteenth registration examination fees and admission ticket printing
1. Candidates who have passed the registration qualification examination must pay the registration examination fee through the official enrollment website of the College (https://zs.qdec.edu.cn/) from February 12 to February 14, 2023, and the payment standard of cultural quality examination and other related fees shall be implemented according to the notice on clarifying the charging standard of the enrollment examination organized by colleges and universities (Lu Fa Gai Cost [2021] No.1128). Failing to pay the registration fee within the time limit is regarded as voluntarily giving up the examination.
2. After the successful payment, if the candidates give up their volunteers or fail to take the exam on time for personal reasons, the registration examination fee will not be refunded.
3. Candidates who have successfully registered for payment must log on to the official enrollment website of the College (https://zs.qdec.edu.cn/) to print the admission ticket. The printing time of the admission ticket will be announced separately on the website, so please pay attention to it.
Article 15 Examination arrangements
1. Separate examination enrollment. Take the examination method of "cultural quality+professional skills" (except for retired military candidates). The total score is 430 points, the professional skill test score is 230 points, and the cultural quality test score is 200 points, all of which are included in the total score with the original scores.
(1) cultural quality examination. Candidates who take the cultural quality examination should take the cultural quality examination of Qingdao Vocational College of Engineering on February 27, 2023. Please log on to the official enrollment website (https://zs.qdec.edu.cn/) on February 17, 2023 after 12:00.
(2) professional skills test. Candidates are required to take the professional skills test of the unified entrance examination for the spring college entrance examination. After the test results are approved by the college, they will be included in the total score according to the actual scores of the candidates. Professional skills testing is organized and tested by the Provincial Education Admissions Examination Institute. The time and specific requirements for the skills test of the spring college entrance examination are issued by Shandong Education Admissions Examination Institute in another article.
(3) The retired military candidates who participate in individual enrollment do not participate in the cultural quality test and professional skills test, but need to participate in the quality test or interview organized by Qingdao Engineering Vocational College, with a total score of 200 points. The quality test or interview time is February 27th, 2023. Please log on to the official enrollment website (https://zs.qdec.edu.cn/) of the College after 12:00 noon on February 17th, 2023 for relevant professional test plans.
2. Comprehensive evaluation of enrollment. Take the method of "comprehensive quality evaluation+quality test or interview", with a total score of 430 points. The comprehensive quality evaluation score is 230 points, and the quality test or interview score is 200 points, all of which are included in the total score with the original scores.
(1) Comprehensive quality evaluation. Candidates who take part in the quality test or interview should take part in the comprehensive evaluation enrollment quality test or interview of Qingdao Vocational College of Engineering on February 27, 2023. 3. According to the needs of the epidemic, if an online test is organized, candidates shall prepare corresponding equipment according to the test requirements. Chapter VI Admission Principles
Article 16 Admission Rules
According to the requirements of the Ministry of Education and the Shandong Provincial Admissions Committee, the admission work is supervised by the Shandong Provincial Education Admissions Examination Institute, and the college is responsible for it. According to the principle of fairness and justice, the admission is based on merit.
1. Strictly implement the enrollment policy of Shandong Provincial Department of Education on colleges and universities.
2. Set the minimum admission control score line according to the candidates’ scores. Separate enrollment (except for retired military personnel) sets the minimum admission control score line according to the candidates’ scores, and candidates who only take one of the cultural quality test and professional skills test will not be admitted. Those who score less than 100 points in the comprehensive evaluation of enrollment quality test or interview will not be admitted.
3. All majors (except veterans) take the planned number as the benchmark, and select candidates with minimum admission control scores (inclusive) from high scores to low scores.
The enrollment of retired military candidates is based on the number of plans, and the candidates are selected according to the quality test or interview results from high score to low score.
4. Principle of plan adjustment: All professional plans can be adjusted and used according to the application situation. If there is a situation of the same score, the admission will be postponed. When the total score is the same, the candidates enrolled in the individual examination will be prioritized according to the skill test scores, and the candidates enrolled in the comprehensive evaluation will be prioritized according to the quality test or interview scores. If they exceed the plan, they will be transferred from the majors with insufficient admission. Each major comprehensively adjusts the admission plan according to the actual number of applicants for exemption.
5. Admission without test: fresh graduates of secondary vocational schools who won the third prize and above in the national and provincial vocational college skill competition during their school days, or on-the-job employees who have senior vocational qualifications and won the title of model worker (including equivalent honor) at or above the county level and have secondary vocational education qualifications, can directly apply for admission to the college, and after being approved by the college and publicized without objection, they will be reported to the Provincial Education Admissions Examination Institute for examination and admission procedures. After admission, candidates will directly enter the college for the same or similar majors. Please refer to the official enrollment website of the College (https://zs.qdec.edu.cn/) for details on the relevant conditions and procedures of exemption admission.
Article 17 Before April 1, 2023, the candidates’ scores and the proposed admission list will be announced. The proposed admission list will be publicized in official website College for not less than 3 working days. After the publicity has no objection, it will be submitted to the Provincial Education Admissions Examination Institute and the admission procedures will be handled.
Eighteenth candidates who have been admitted by the college for separate examination and comprehensive evaluation are entitled to the same treatment as freshmen admitted to the college entrance examination in spring and summer. According to the requirements of the relevant documents of the Shandong Provincial Department of Education, candidates who enroll students through separate examinations and comprehensive evaluation of enrollment are not allowed to take the unified entrance examination (including the physical education professional test) and admission of colleges and universities in Shandong Province in spring or summer in 2023.
Nineteenth candidates who have been admitted through individual enrollment (including veterans) and comprehensive evaluation must be trained in a full-time manner.
Chapter VII Charging Standards and Subsidy Policies
Twentieth college fees in accordance with the provincial development and Reform Commission, the provincial department of finance, the provincial department of education approved fees and related regulations. Refund shall be implemented in accordance with relevant national and provincial regulations.
Article 21 The college helps students complete their studies through various financial assistance methods such as awards, loans, assistance, subsidies and exemptions. Students from poor families can apply for student loans, "green channels", scholarships, tuition fee remission, work-study programs and other funded projects. The funding conditions and standards shall be implemented by the college according to the students’ family economic situation and in accordance with the Measures for the Administration of Student Funding in Shandong Province (No.15 [2020] of Lucai Science and Education) and the relevant regulations of the college.
Chapter VIII Qualification Review and Certificate Issuance
Twenty-second freshmen who are admitted to the college should go through the admission formalities at the school according to the registration time stipulated by the college. Those who are unable to enter the school on schedule for some reason should ask for leave from the college. Those who fail to take time off or take time off overdue are deemed to have given up their admission qualification automatically. Candidates who violate the rules in individual examination enrollment and comprehensive evaluation enrollment will be submitted to the Shandong Provincial Department of Education for serious treatment according to the Measures for Handling Violations in National Education Examinations and the Interim Measures for Handling Violations in Enrollment of Ordinary Colleges and Universities. Freshmen will undergo physical examination review, psychological survey and examination of freshmen’s admission qualifications (including exemption qualification and priority admission qualification) after entering the school. If they find those who have forged materials to obtain admission qualifications, imposters, medical malpractice and other frauds, the college will ask the Shandong Provincial Department of Education to cancel their admission qualifications.
Article 23 The name of the college that issued the diploma: Qingdao Engineering Vocational College; Certificate type: general higher education diploma. Students who have completed the contents stipulated in the education and teaching plan, passed the examination, and reached the college graduation conditions will be awarded the diploma of general higher education.
Chapter IX Others
Twenty-fourth candidates who sign up for separate examination enrollment and comprehensive evaluation enrollment, or candidates who have been enrolled in separate examination enrollment and comprehensive evaluation enrollment, must participate in the 2023 general college enrollment physical examination organized by the Provincial Education Admissions Examination Institute. Failure to participate in the medical examination or incomplete medical examination items will affect the submission of candidates’ subsequent admission information and prevent them from registering as students normally.
Article 25 The College does not entrust any institution or individual to handle matters related to enrollment. The Institute reserves the right to investigate the responsibility of institutions or individuals who engage in illegal enrollment and publicity activities in the name of Qingdao Vocational College of Engineering.
