　　Chen Yunxian believes that leading by the government is to let enterprises do what enterprises should do and let the government do what enterprises can’t do and can’t do well.

　　The leading role of the government is to follow the market rules and rely on market forces to play the role of guiding, regulating and early warning the industrial economy; The role of urban economic allocation, participation and maintenance; The role of economic security, support and promotion of people’s livelihood. We will effectively promote the structural reform of the supply side and the demand side by means of conceptual innovation, institutional innovation, organizational innovation and technological innovation, and form the leading edge of the economy and sustainable growth.

　　Chen Yunxian pointed out that regional governments have three major functions: economic development, urban construction and people’s livelihood.

　　Chen Yunxian took the administrative measures when he was a secretary in Shunde and Foshan as an example: in promoting local economic development, Shunde local enterprises, which were mainly operated by private enterprises and families, gradually developed into the procurement base of the United Nations through the promotion of regional government functions, which opened the international vision of Shunde enterprises. A lot of infrastructure construction has been launched in urban construction, and on this basis, relevant measures such as intelligent urban management, intelligent transportation, intelligent education, intelligent medical care and intelligent environmental protection have been put forward. In terms of basic livelihood measures, this paper puts forward some livelihood measures, such as the basic relief of poor households through labor and social security and social stability and public order.

For example, from the perspective of Guangdong Province, Shunde is a region; From the perspective of China, Guangdong is a region; From a global perspective, each country is also a region.

　 　 　 Chen Yunxian believes that the most important means of regional management is resource allocation, which includes three types of resources, namely operational resources, non-operational resources and quasi-operational resources. Operational resources correspond to the real industrial economy; Non-operating resources correspond to the realistic livelihood economy; Quasi-operational resources mainly refer to the infrastructure construction such as public affairs and public products that the government intervenes and promotes.

Corresponding to transportation, post and telecommunications, power supply, water supply, landscaping, environmental protection, education, science and technology, culture, health and sports, these public engineering facilities and public life service facilities.

　　Chen Yunxian emphasized that the leading role of the government is not to expand the role of the government, but to better play the role of the government, subdividing it into industrial economy, urban economy and people’s livelihood economy, so as to make the government’s functions clearer.
