The Traffic Development and Construction Plan of Beijing City Sub-center (Tongzhou District) during the Tenth Five-Year Plan period, which was officially issued a few days ago, proposes to study the possibility and scheme of setting the eastern and southern borders of the three northern counties at the comprehensive checkpoint in Beijing, and promote the interconnection and convenient travel between the city sub-center and the three northern counties.

The reporter noticed that at the "two sessions" held in Beijing in January this year, some CPPCC members submitted the "Proposal on the Outward Movement of Checkpoints in the Three Northern Counties". According to the research results of the Committee members, among the inter-provincial commuters related to Beijing, Sanhe, Dachang and Xianghe (the three northern counties) adjacent to Beijing’s sub-center have the closest relationship with Beijing, with an average daily commuter population of about 100,000. The main commuting means are inter-provincial buses and cars, and the average commuting time is more than 2 hours. In the commuting time, in addition to the driving time, there is also a part of the reason related to the waiting time spent by the "three northern counties" in Beijing for inspection.

Even if you drive by car, you have to leave at least 2 hours to be considered as insurance. "It is normal to be blocked for 2 hours when you encounter strict checkpoints!" Mr. Zhang said that the existence of checkpoints has seriously affected the travel efficiency of commuters in Beijing and increased travel costs.

Moving out of the checkpoint and doing practical things for the people need the city sub-center and the three northern counties to break the mindset of "one acre and three points" and develop together. The reporter noted that the "Planning" also mentioned that during the "Fourteenth Five-Year Plan" period, the two sides will strengthen law enforcement linkage, improve the linkage mechanism of law enforcement consultation and joint logistics, accelerate the sharing of law enforcement information resources, and promote regional law enforcement synergy. We will promote the mutual recognition of inspection and testing results of vehicles entering and leaving Beijing, and open a fast inspection-free passage for vehicles, goods and people who have obtained corresponding licenses and certifications in Beijing to facilitate the rapid passage of the masses.

It is understood that in addition to the expected relocation of the "Northern Three Counties" to Beijing, there will be joint efforts between the city sub-center and the Northern Three Counties to open up a number of cross-border roads.. In December last year, the factory access to Beijing and Hebei sections was started simultaneously. After it is completed and opened to traffic in 2024, the distance from Dachang to the core area of the city sub-center will be shortened by about 4 kilometers. In addition, many cross-border roads such as Yaojiayuan Road Dongyan, Shixiaolu and Tongbao Road are also being fully promoted, providing more travel options for commuters from the two places to and from Beijing and Hebei.
