Path Choice of Building a Community Governance Pattern of Co-construction, Co-governance and Sharing

　　The report of the 19th National Congress of the Communist Party of China clearly put forward the goal of building a social governance pattern of co-construction, co-governance and sharing, and put forward three important ideas: strengthening the construction of social governance system; Improve the social governance system of party Committee leadership, government responsibility, social coordination, public participation and rule of law; Improve the level of socialization, rule of law, intelligence and specialization of social governance. This has pointed out the direction and provided guidance for China’s social governance work in the new period. Community is the basic unit of society, the last mile of social governance, and the nerve endings of the party and the government to contact and serve the masses. Therefore, community governance plays an important role in the whole social governance.

　　Building a community governance pattern of co-construction, co-governance and sharing is not only the realistic requirement of the Party for China’s grass-roots social governance in the new era, but also an important way to respond to the diverse needs of residents and create a good community order. To create a pattern of co-construction, co-governance and shared community governance, we should have the following characteristics: Party building leading and community governance are deeply integrated and coexist harmoniously; The government is guided by the needs of residents and provides high-quality public services; The functions of social organizations and government complement each other and integrate wider social resources; Form a positive community public spirit, and community residents’ autonomy will develop in an orderly manner.

　　Community holistic governance emphasizes the orientation of residents’ needs and the integration of social organizations, and pays attention to the improvement of residents’ self-organization ability. To create a pattern of co-construction, co-governance and shared community governance, and realize the transformation of community governance from government governance to cooperative governance and then to self-governance, we must take building a community of community life as the goal, promote the extensive participation of community residents as the way, and continue to exert our efforts and strive to form a long-term mechanism in the aspects of party building guidance, space optimization, linkage of three social organizations and rules of procedure.

　　Building a new pattern of regional party building under the guidance of party building.

　　On the one hand, we should actively create a community party committee model, set up grass-roots party organizations as a whole within the community, manage the party member team in a unified way, and make full use of party building positions to form a "1+N" networked organization system with the general branch of the community as the core and other grass-roots party organizations as the nodes: "1" means the general branch of the community to coordinate the operation of various organizations in the community; "N" refers to other party organizations in the community, including single and joint party organizations. By coordinating all kinds of party building forces to serve the community, we can effectively let the party organizations play the leading role in grassroots work.

　　On the other hand, build a co-governance platform to realize the seamless connection between party building and public services. Improve the special committees under the leadership of the general party branch of the community, set up a unified community co-governance Council, and set up a number of independent special committees, such as the community renewal advisory and supervision Committee or project operation Committee, community property management Committee, community public fund supervision Committee, community safety mediation Committee, and community cultural development Committee, and strive to form a governance system with three levels of cross-integration: party organization system, administrative system and co-governance system. The role of grass-roots party organizations is effectively linked and interacted with the grass-roots governance mechanism, and the consultation topics are effectively controlled by the party organizations, the consultation process is led by the party organizations, and the consultation results are supervised by the party organizations. Through the effective linkage and coordination of organizational resources and social resources, the mutual promotion and symbiosis of party building development and social governance can be realized.

　　Rebuild the neighborhood relationship of the community with the characteristic space and culture as the carrier.

　　First, optimize the community public space. On the one hand, by optimizing the public physical space in the community, public spaces such as "neighborhood center" are established in the community, making it a carrier to stimulate neighborhood enthusiasm and promote neighborhood harmony. On the other hand, make full use of the space along the river trail and hold multi-theme activities on a regular basis, including the popularization of knowledge about river management, Lantern Festival, Guangfu historical celebrities and traditional culture propaganda. Through these community activities, the community participation of mainstream people such as young and middle-aged people will be instigated to promote the activation and utilization of community space.

　　Secondly, innovate the forms of community culture, improve the quality of community culture, and use this as a link to attract more residents to participate in community activities and enhance community cohesion. Neighborhood committees can integrate community resources or cooperate with professional social work organizations to regularly carry out elegant art activities into the community, such as holding community concerts, cultural lectures, Cantonese opera performances and other cultural activities to achieve efficient allocation of cultural resources. At the same time, through in-depth analysis, the demand preference of community residents and local community characteristics are excavated, supplemented by regular community recreational activities, and cultural activities catering to the public demand such as community flea market, community small theater, community talent show, community science and technology festival, community pet games, etc. are held to enrich the cultural life of community residents and enhance their subjective consciousness of building community culture. At the same time, strengthen the external communication of the community, promote the interactive sharing of excellent community culture, and enhance residents’ cultural self-confidence and deep recognition of the community.

　　Integrate a wide range of social resources with the linkage of three social organizations as a link.

　　First of all, adhere to the introduction of professional social organizations and the cultivation of local organizations to realize the reorganization of the community. Constantly expand the scope and scope of purchasing services, and hand over the public welfare, professional and technical services that were originally undertaken by the community and suitable for market-oriented methods to social organizations. Social organizations can adopt free, low compensation and paid payment methods according to their own characteristics and residents’ needs to meet the needs of residents at different levels. Secondly, two-way integration of social work talent team, improve the ability and level of social work. Finally, improve the community volunteer service system and build a "three-agency linkage" incentive and guarantee mechanism combining social workers and volunteers. Actively mobilize community residents to join the volunteer team and explore the establishment of "social workers+volunteers+resident activists" model. Through the extensive voluntary participation of residents, every resident can share the community responsibility while enjoying the achievements of community construction, and then cultivate the ability of self-discipline and self-management.

　　Rely on the standardized deliberation mechanism to mobilize the enthusiasm of residents to participate.

　　Actively build a virtual community. The community should make good use of new media such as WeChat and Weibo to publicize the concept, policies and rules of collaborative governance, attract more residents to pay attention to their homes where they live together, establish a sense of responsibility as masters, and take the initiative to pay attention to and care about community affairs.

　　Cultivate a team of community leaders. The community should be good at tapping the leading talents within its jurisdiction and use its influence to drive more residents to care about community development. At the same time, we should also attract psychologists, social workers, lawyers and other people with professional skills in the community to provide intellectual support for community development.

　　Enrich the carrier of community democratic consultation and participation, and smooth the channels for residents to participate in community life. By setting up platforms such as residents’ councils, councils, coordination meetings and hearings, we will establish bottom-up community autonomy issues, the formation mechanism of autonomous projects and the solution mechanism of public difficult problems, so that residents can take the initiative to "speak out" and enhance their right to speak and participate in community governance. Only when the wisdom and value of residents are reflected, will they have stronger motivation and willingness to continue to participate in affairs, and the community can turn the correct opinions of the party Committee and government into the conscious actions of the masses.

　　In short, it is a long-term and systematic project to build a community governance pattern of co-construction, co-governance and sharing. Its ultimate goal is to build a benign network of community social relations through residents’ active participation in community public affairs, cultivate social capital and community autonomy, promote the formation and overall development of community consciousness, and make the community truly become a lasting and harmonious community.
