Yesterday afternoon, the executive meeting of the Guangzhou Municipal Government deliberated and adopted the newly revised Measures for the Administration of Points-based Households in Guangzhou and its implementation rules, and optimized and adjusted the points indicators and ranking rules of the points-based households. A total of 36 points-based home acceptance windows were arranged in the city, and online applications were accepted from November 1 to 30, and the acceptance windows received paper materials simultaneously. The Municipal Bureau of Laisui Personnel Service Co-ordinates the service management departments of Laisui personnel at all levels and relevant functional departments, and follows up the work of accepting applications, reviewing rankings, and issuing household cards, so as to ensure the open, fair and orderly progress of the points system, so that the fruits of Guangzhou’s economic and social development can benefit Laisui personnel fairly.

  Since 2011, Guangzhou has implemented the points system for migrant workers in Guangzhou every year. This is the second time that the Measures for the Administration of Household Registration System in Guangzhou and its detailed rules have been revised. The relevant contents fully reflect the requirements of the State Council on further promoting the reform of household registration system, the Provisional Regulations on Residence Permit, the Plan for Promoting 100 million non-household population to settle in cities, and the spirit of the central and provincial urban work conferences on establishing and perfecting the household registration system in megacities. This year, the household quota of the points system will be further increased on the basis of 4,500 last year.

Applicants can choose the acceptance window to submit their application materials in the neighborhood where they live. This year, the points system has simplified the process of handling 12 application materials. Among them, it is clear that 11 types of certification materials such as real estate, employment registration, social security payment and personal tax payment no longer require applicants to submit paper materials, but are directly reported online and reviewed in the background; If the family planning certificate is not violated, the applicant is no longer required to go back to the original residence to apply for the certificate, which greatly saves the cost and time for the applicant to apply for the certificate.

  The specific schedule is as follows:

  From November 1st to November 30th, the accepted applicants will fill in the relevant materials through the "Guangzhou Online Application System with Points System", and submit the paper materials through the acceptance window with Points System as required.

  In mid-December, the service management departments of all districts in Guangzhou completed the preliminary examination of the applicant’s qualification.

  In mid-January next year, the Municipal Bureau of Laisui Personnel Service will organize relevant departments to review the applicant’s information.

The purpose is to implement the national strategy of "mass entrepreneurship and innovation", promote the construction of "international science and technology innovation hub" in our city, and attract skilled talents for high-tech enterprises.

  New "professional living area" guiding indicators and scores

  Set the guidance index of occupation and residence area, and make it clear: "(1) If the applicant’s residence is transferred from Yuexiu District, Haizhu District, Liwan District and Tianhe District to other administrative areas of this Municipality, he will get 2 points for every full year, with a maximum of 10 points; If the applicant’s place of employment and residence are transferred from Yuexiu District, Haizhu District, Liwan District and Tianhe District to other administrative areas of this Municipality, 4 points will be accumulated for each full year, with a maximum of 20 points. (2) If the applicant or the applicant’s husband and wife jointly own their own property houses in Conghua District and Zengcheng District, score 10 points. The Municipal Bureau of Laisui, together with the Municipal Development and Reform Commission and the Human Resources and Social Security Bureau, revised and issued the "Integral Jobs Catalogue" every year, which listed the urgently needed or hard jobs in our city.
